What happens when a child charged with an offense isn’t tried until they are 21—or later? This 60 minute webinar training addresses the complex and often troubling practice of trying alleged juvenile offenders in adult court after they have aged out of the juvenile system. Despite unchanged culpability, these individuals face significantly harsher penalties and adult system consequences. This session will examine the legal and constitutional implications of these delays, discuss the impact of inter-county transfers on investigation and trial timelines, and explore strategies for challenging excessive delays under speedy trial doctrines. Attendees will also gain insight into how to advocate for sentencing practices that reflect developmental maturity rather than chronological age. Ideal for criminal defense and juvenile advocates, this session offers tools to fight for fairness when the system fails to move swiftly.

Aaron Marcus is an attorney with the Defender Association of Philadelphia. He is currently chief of the Appellate Division and has tried numerous bench and jury trials since joining the Defenders Assoocation. He is also an Adjunct Professor of Law at Widener Law School teaching criminal procedure. He received his J.D., cum laude, from the Univ. of Minnesota and his B.A. from Hampshire College in Amherst. Before joining the Defender Association, he served as a staff attorney for the United States Court of Appeals for the Third Circuit.
